AMERICAN CONSTITUTION SOCIETY Joi Chaney, 25, has joined the American Constitution Society as associate director for student chapters. Most recently, Chaney was an associate at Baach Robinson & Lewis. She graduated from Harvard Law School. COVINGTON & BURLING Richard Meserve has rejoined Covington & Burling as senior of counsel. He will also continue to serve as president of the Carnegie Institution of Washington. At Covington, Meserve, 59, will focus on energy, environmental, international, and nuclear issues. He received his J.D. from Harvard Law School. CROWELL & MORING Crowell & Moring has added two new partners to its intellectual property practice. Michael Songer, 40, joined the firm from Arnold & Porter. He will focus on patent and trademark litigation. Songer received his J.D. from Duke University School of Law. Mark Supko, 41, was most recently with Kenyon & Kenyon. His practice focuses on patent litigation. Supko graduated from Georgetown University Law Center. DICKSTEIN SHAPIRO Philip Hampton has joined Dickstein Shapiro Morin & Oshinsky as a partner in the intellectual property group. Hampton, 49, comes to the firm from Gardner Carton & Douglas. He received his J.D. from the University of Chicago Law School. GRAY CARY WARE & FREIDENRICH Jane Baluss, 51, has joined Gray Cary Ware & Freidenrich as of counsel in the Food and Drug Administration and health care regulation group. PHILLIPS & COHEN Colette Matzzie has joined Phillips & Cohen from the U.S. Department of Justice, where she was an attorney on the civil appellate staff. Matzzie, 37, will focus on representing whistleblowers in qui tam cases involving Medicare fraud and other types of fraud against the government. She graduated from Georgetown University Law Center. SHOOK, HARDY & BACON Carlos Enrique Provencio, 36, joins Shook, Hardy & Bacon as an associate in the general litigation section. Most recently, he was an associate at Gardner Carton & Douglas. He graduated from Saint Louis University School of Law. SKADDEN, ARPS Skadden, Arps, Slate, Meagher & Flom announces two new partners. Pamela Olson, 49, rejoins the firm as a partner in the tax section. Most recently she was assistant secretary for tax policy at the Department of Treasury. She graduated from the University of Minnesota Law School. Allan Soobert joins the firm from Cooley Godward. He specializes in intellectual property matters. Soobert, 40, received his LL.M. from George Washington University Law School and his J.D. from Franklin Pierce Law Center. Most recently, he was also an associate with Crowell & Moring. Kappler graduated from Harvard Law School. Peter Smith, 37, joins the Civil Division.
