Alston & Bird (Atlanta): Former head of the Centers for Medicare and Medicaid Services Tom Scully has joined the firm’s Washington office to focus on regulatory, strategic and public policy matters involving health care. He is a past president and chief executive officer of the Federation of American Hospitals, a group comprising more than 1,700 hospitals. Arent Fox Kintner Plotkin & Kahn (Washington): Erik B. Cherdak (intellectual property) and Joseph A. Rieser Jr. (tax) have come aboard as partners. Julia Tierney has also joined the food and drug group as an associate. Cherdak arrives from Steptoe & Johnson of Washington, Rieser from Reed Smith and Tierney makes the move from Buc & Beardsley of Washington. Fried, Frank, Harris, Shriver & Jacobson (New York): Intellectual property specialists James W. Dabney and Stephen S. Rabinowitz have joined the New York office as litigation partners. They were previously with recently defunct Pennie & Edmonds. Fulbright & Jaworski (Houston): Energy industry veteran Peggy A. Heeg will be joining the firm as a Houston-based partner. She recently served as executive vice president and general counsel for El Paso Corp., North America’s largest natural gas company. David S. Peterman, also resident in Houston, is a new partner in the corporate law department. Formerly with Locke Liddell & Sapp, Peterman has extensive experience in energy, telecommunications and technology matters, with a particular focus on Latin American transactions. Reed Smith: Seven intellectual property lawyers from Alexandria, Va., IP boutique Shanks & Herbert are joining the firm’s Washington office, along with seven paralegals and support staff. Mark R. Shanks and Toni-Junell Herbert join as partners and Patricia Ann Johnson as counsel. New counsel Steptoe & Johnson (Washington): Jeffrey E. McFadden has been added as of counsel in the firm’s litigation department. His practice concentrates on securities litigation and enforcement, white-collar crime and corporate internal investigations. Named Andrew Joshua Markus, a shareholder at Tampa, Fla.’s Carlton Fields, has been named chair of the American Bar Association’s Section of International Law and Practice, becoming the first Florida attorney to hold the position. Markus heads the firm’s international trade and transactions practice group. Firm mergers Manatt, Phelps & Phillips, based in Los Angeles, announced that 12 attorneys from litigation boutique Parcher Hayes & Snyder of New York will be absorbed by Manatt’s New York office. The Parcher newcomers include name partners Peter Parcher, Steven Hayes and Orin Snyder; partners Cynthia Arato and Gregory Clarick; and counsel Andrew DeVore, Robert Jacobs and Alon Markowitz. Ogletree, Deakins, Nash, Smoak & Stewart is to open new offices in Miami and Morristown, N.J.
