BAKER & MCKENZIE Carol Dunahoo has joined Baker & McKenzie as partner in its D.C.-based tax practice. Before joining Baker & McKenzie, Dunahoo was at the large and midsize business division of the Internal Revenue Service as director of international and U.S. competent authority. Dunahoo, 45, earned her law degree from Harvard Law School. BUCHANAN INGERSOLL Christopher Condeluci, 30, has joined Buchanan Ingersoll’s tax practice as an associate. Condeluci was an intern at the Department of Treasury and a holds a law degree from the John Marshall Law School. Three lawyers in the firm’s D.C. office have taken on new roles. Ronald Abramson, 54, has been named to the firm’s five-member executive committee. He is co-head of the firm’s D.C office and sits on the board of directors. He graduated from Georgetown University Law Center. Francis Muracca II, 44, will fill the position of chief operating officer. Muracca is on the firm’s board of directors and executive management committee. Muracca is a graduate of Duquesne University Law School. Thomas Vankirk, 58, is the newly appointed chief executive officer, after serving as chief operating officer since the position was created in 1987. Vankirk received his degree from Dickinson College School of Law. DAVIS WRIGHT TREMAINE Barbara Jost has joined Davis Wright Tremaine as a D.C. partner in the firm’s energy law practice. Jost has 25 years of experience dealing with legal and policy issues affecting the electric and natural gas industries. Most recently, she was a partner at Huber Lawrence & Abell in its New York and D.C. offices. Jost, 51, holds a law degree from Georgetown University Law Center. FORTNEY & SCOTT Judith Kramer has joined Fortney & Scott as of counsel in the firm’s D.C. office. Kramer will focus on workplace-related matters, including labor, employment, government contracting, and tax. She was with the Department of Labor’s Office of the Solicitor. Kramer, 55, is a graduate of Northwestern University School of Law. HOLLAND & KNIGHT Holland & Knight has added two attorneys in the District. Philip Baker-Shenk, 46, has joined the Indian and gaming practice group as partner. Baker-Shenk will work on federal relations, music entertainment, and trademark law. He was a partner at Dorsey & Whitney and received his law degree from Catholic University Columbus School of Law. Matthew Van Hook, 52, has joined as senior counsel in the public policy and regulation practice group. Van Hook also co-chairs the firm’s food and drug team. He was deputy general counsel for the Pharmaceutical Research and Manufacturers of America. Van Hook earned his law degree at the University of Michigan Law School. PATTON BOGGS Michelle Van Patten Frank, 37, has joined Patton Boggs as a partner in the firm’s Northern Virginia intellectual property practice. Prior to joining Patton Boggs, she was a partner at Morgan, Lewis & Bockius. Frank is a graduate of American University Washington College of Law. SCHIFF HARDIN & WAITE Garry Grossman, 53, has joined Schiff Hardin & Waite as partner in the firm’s intellectual property practice in D.C. Grossman specializes in government contracts, technology transfers, licensing, and computer law. Grossman was a partner at Fenwick & West. He holds a law degree from George Washington University Law School. SELZER GURVITCH RABIN & OBECNY Daniel Ball, 47, has joined Selzer Gurvitch Rabin & Obecny as of counsel in Bethesda, Md. Ball will be practicing securities, trademark, and commercial litigation law. Most recently, he was a partner at Goldberg Ball. Ball received his J.D. from Antioch School of Law and his L.L.M from Georgetown University Law Center. SUTHERLAND ASBILL & BRENNAN Brian Rubin, 41, has joined Sutherland Asbill & Brennan as partner in the firm’s D.C. office. Rubin will work in the financial services and securities enforcement practices. He was deputy chief counsel at the department of enforcement for the National Association of Securities Dealers.
