COLLIER SHANNON SCOTT D.C.-based Collier Shannon Scott has added Mark Traphagen as a partner in its intellectual property group; he will also be working closely with the advertising practice group. Most recently Traphagen worked in the D.C. office of Powell, Goldstein, Frazer & Murphy in its intellectual property and international trade practices. Traphagen, 44, is a graduate of the University of Denver College of Law. EPSTEIN BECKER & GREEN Roger Cepeda, 33, has joined the D.C. office of Epstein Becker & Green as an associate in the firm’s national health care practice. Cepeda was most recently an associate in the McLean, Va., office of Akin Gump Strauss Hauer & Feld. He is a graduate of Georgetown University Law Center. HOGAN & HARTSON The D.C. office of Hogan & Hartson has added three new lawyers. Jayne Bultena joins Hogan & Hartson’s food, drug, medical devices, and agricultural group as a partner. Most recently she was a partner at Ropes & Gray, where she handled food and drug regulatory matters. Bultena, 38, is a graduate of Harvard Law School. Benjamin England joins the same practice group as an associate. He is a 17-year veteran of the Food and Drug Administration, most recently serving as the regulatory counsel to the associate commissioner for regulatory affairs. England, 38, is a graduate of the University of Miami School of Law. Brian Gradle joins the firm as counsel in the health group. Gradle, 42, is an associate professor of law at American University and a former partner at Epstein Becker & Green in the health group. He is a graduate of George Washington University Law School. PAUL, WEISS Former Federal Trade Commission director Joseph Simons has joined the D.C. office of Paul, Weiss, Rifkind, Wharton & Garrison as partner and co-chair of the antitrust practice. Simons, 45, is a graduate of Georgetown University Law Center. STEPTOE & JOHNSON James Moorhead has rejoined the D.C. office of Steptoe & Johnson as a partner in the firm’s business solutions and litigation practice groups. Moorhead has spent the last three years as general counsel and CFO of the Codeon Corp., a fiber optic components company in Columbia, Md. Moorhead, 49, is a graduate of Columbia University School of Law. U.S. ATTORNEY’S OFFICE The U.S. Attorney’s Office for the District of Columbia has recently brought on three new assistant U.S. attorneys. Susan Cushman, 40, joins the Special Proceedings Section. Most recently, Cushman was an assistant federal public defender with the Office of the Federal Public Defender in Denver, Colo. She is a graduate of Marquette University Law School. Steven Kaufman, 35, joins the Appellate Division. He was most recently a senior enforcement attorney with the National Association of Securities Dealers Regulation Inc., and he will continue as a member of the U.S. Air Force Reserves, where he serves as government appellate counsel. He is a graduate of Vanderbilt University School of Law. Michelle Zamarin, 30, also joins the Appellate Division and was most recently a litigation associate in the D.C. office of Skadden, Arps, Slate, Meagher & Flom.
