HUNTON & WILLIAMS Gary Messplayhas joined Hunton & Williams as counsel in the firm’s D.C. office. Messplay, who was in-house counsel for Eli Lilly & Co., will head Hunton & Williams’ recently established Food and Drug Administration practice. Messplay, 38, holds a law degree from Indiana University School of Law. BAKER & HOSTETLER Baker & Hostetler has brought on Tom McDonaldas a partner in the firm’s D.C. and Cleveland offices. McDonald, a former U.S. ambassador to Zimbabwe, led his embassy’s efforts to confront terrorism following the 1998 bombing of the U.S. embassies in Kenya and Tanzania. At Baker & Hostetler, McDonald concentrates his practice on legislative and governmental affairs and on international and employment law. McDonald, 38, holds a law degree from the University of Minnesota Law School. SALLIE MAE Eric Reicinand Mark Heleenhave been promoted to officer in their roles as associate general counsel at Sallie Mae, the Reston, Va.-based provider of education funding. Reicin, 33, is responsible for providing the principal legal support on employment and intellectual property issues. He joined Sallie Mae as assistant general counsel in 1999 and was named associate general counsel in 2001. He received his law degree from the University of Illinois College of Law. Heleen, 40, is responsible for providing the principal legal support for Sallie Mae’s funding needs. Heleen joined Sallie Mae in 1998 as assistant general counsel and was named associate general counsel in 2001. He holds a law degree from the University of Pittsburgh School of Law. WHITE & CASE New York’s White & Case has promoted two of its D.C. associates to counsel. Frank Panopoulosconcentrates on international litigation and arbitration, primarily representing foreign sovereigns and international financial institutions in such areas as oil, gas and other strategic minerals and securities fraud. Panopoulos, 45, is a graduate of the Columbia University School of Law. Stephen Paynespecializes in international project finance and other cross-border transactions, including bank financing, joint venture and sovereign borrowing transactions.
