Gov. Gray Davis, who has been in a holiday judge-naming flurry for the past couple of weeks, has appointed three more new judges. On Friday, the governor announced the appointments of Thomas Goethals to the Orange County Superior Court and Kerry Wells and Lisa Foster to the San Diego County Superior Court. Goethals, 50, of Newport Beach, has been in private practice since 1990, handling criminal defense and personal injury cases and other civil litigation as a partner in Laguna Hills’ Pohlson, Moorhead & Goethals. Before that, he was a deputy district attorney in Orange County, where he tried more than 150 jury trials. Among them was the high-profile death penalty case of “Night Stalker” Richard Ramirez for raping and murdering a woman he met in a Garden Grove bar. Goethals, who graduated from Loyola University Law School, fills the vacancy created by the retirement of Judge Tully Seymour. Wells, 49, of Coronado, is the chief of the South Bay division of the San Diego DA’s office. She is a graduate of Whittier Law School, and replaces retired Judge William Draper. Foster, 45, is in private practice in San Diego. She graduated from Harvard Law School, and replaces retired Judge Victor Bianchini. All three new judges will be paid $139,476 a year.
