The preliminary count from Tuesday’s vote gives Herrera a 52 percent to 48 percent victory over challenger James Lazarus. This is a comeback from a 14 percent deficit in the November general election.
But now Herrera must deal with an angry Mayor Willie Brown, his one-time political patron.
