AECOM Technology Corp., headquartered in Los Angeles, appointed Nancy Laben as senior vice president and general counsel. Laben joins AECOM from Accenture, where she was deputy general counsel.
Cindy Laquidara will be the first woman to serve as general counsel of Jacksonville, Fla., after being selected by Mayor John Peyton and approved by the City Council. Previously, she was assistant general counsel for Jacksonville, Fla.
Next Jump, a New York-based technology company, appointed Mathew L. Biben as senior vice president, general counsel and chief administrative officer. Biben served most recently as executive vice president and deputy general counsel at The Bank of New York Mellon.
Jane Sherburne, previously senior executive vice president and general counsel of The Bank of New York Mellon, was appointed by President Obama to serve on the nonpartisan Council of the Administrative Conference of the United States (ACUS), which advises the government on improving efficiency and transparency.
Joseph R. Heerens was appointed general counsel of the Indianapolis Airport Authority. He comes to the post after serving as chief legislative counsel, policy director and assistant general counsel for Gov. Mitch Daniels, R-Ind.
John McManus was promoted to executive vice president, general counsel and secretary for MGM Resorts International, located in Las Vegas. McManus has been with the company since 2001 and most recently served as senior vice president, acting general counsel and secretary.
Eastern Maine Healthcare Systems, based in Brewer, Maine, appointed Glenn Martin, the company’s chief internal audit and compliance officer, as general counsel. Martin is a former assistant U.S. attorney.
Gov. Joe Manchin, D-W.Va., appointed his former general counsel, Carte Goodwin, to the Senate seat held by the late Sen. Robert Byrd, D-W.Va. Goodwin will hold the seat until November at which point voters will decide who will serve the final two years of Byrd’s term; Goodwin has opted not to run for the seat.
Morgan Stanley, based in New York, hired Francis Barron, formerly a partner at the law firm Cravath, Swaine & Moore, as its chief legal officer. Barron worked at Cravath for 32 years, specializing in
litigation, advising boards and corporate matters.
The Blackstone Group, headquartered in New York, appointed John Finley as senior managing director and chief legal officer. Finley was previously a partner at the law firm of Simpson Thacher
& Bartlett, where he was head of the global mergers and acquisitions group.
Gary J. Lesneski has been appointed senior executive vice president and general counsel of The Cooper Health System, based in Voorhees, N.J. Previously he was a partner and president of the law firm Archer & Greiner.
Jon Greenwood was promoted to senior vice president and general counsel at 24/7 Real Media, a digital marketing company based in New York City. He previously served as its corporate vice president of global operations.
Sheri Curran was appointed general counsel of her alma mater Augustana College, located in Rock Island, Ill. Previously she worked in-house at Lee Enterprises.
Resolute Energy, an independent oil and gas company in Denver, appointed Michael Stefanoudakis as its senior vice president, general counsel and secretary. Most recently, Stefanoudakis was senior vice president, general counsel and secretary of StarTek.
The Securities and Exchange Commission named David Blass general counsel for legal policy. He joins the agency from Willkie Farr & Gallaher, where he was special counsel in the asset management group.
The cleaning and maintenance solutions company Zep, based in Atlanta, appointed Philip Theodore as vice president, corporate secretary and general counsel. Previously Theodore was general counsel at John H. Harland Co. and Serologicals Corp.
The Association of American Medical Colleges, a not-for-profit based in Washington, D.C., named Frank R. Trinity chief legal officer. Previously Trinity served as general counsel for the Corporation for National and Community Service.
Peggy A. Heeg has been named a member of the board at Houston-based Eagle Rock Energy Partners. Previously she was executive vice president and general counsel at El Paso Corp.
Nokia Siemens Networks, headquartered in Espoo, Finland, appointed Joyce Norcini as general counsel. Norcini joined the telecom company from Hewlett-Packard, where she was regional general counsel for Europe, the Middle East and Africa.
The California Bar, located in San Francisco, tapped Starr Babcock as its new general counsel. Babcock previously served as the bar’s senior executive of member services.
J. David Seay was named general counsel of Cerebral Palsy Associations of New York State. He previously worked for Mark Krueger & Associates, where he provided strategic counsel to
pharmaceutical and biotechnology companies.
Data Storage company NetApp appointed Matthew Fawcett as general counsel, senior vice president and secretary. Fawcett was previously general counsel and senior vice president of JDS Uniphase Corp.
David Crenshaw joins Fragomen, Del Rey, Bernsen & Loewy as general counsel. Crenshaw formerly worked at Plough Corporation (now known as Merck & Co. Inc.) as lead counsel.
Porsche named Joseph S. Folz general counsel of Porsche Cars North America. Previously, Folz worked in the automotive practice group at Chicago law firm Barack Ferrazzano Kirschbaum and Nagelberg.
Christopher C. Eck was named general counsel, vice president and assistant secretary of The Finish Line USA Inc. Eck was formerly general counsel of General Nutrition Centers Inc.
OceanFirst Financial Corp. named Steven J. Tsimbinos general counsel, senior vice president and corporate secretary of OceanFirst Bank. Previously, Tsimbinos served as general counsel and chief compliance officer for Cooper River Management.
Colfax Corporation has appointed A. Lynne Puckett as general counsel, vice president and secretary. Prior to joining Colfax, Puckett was a partner at Hogan Lovells.
Kevin Cunningham joins Cabot Oil & Gas as general counsel. Cunningham joined the company in 2009 as an associate general counsel.

The Securities and Exchange Commission named Matthew Martens chief litigation counsel of the division of enforcement. Prior to joining the SEC, Martens was an assistant U.S. Attorney in the U.S. Attorney’s Office for the Western District of North Carolina.
The American Jewish Committee, located in New York, named Marc Stern associate general counsel for Legal Advocacy. He previously worked for the American Jewish Congress.
The American Prepaid Legal Services Institute recently named Robert Dzik, assistant general counsel at Hyatt Legal Plans, president-elect at the organization’s annual conference. He will serve a one-year term.

Labor and employment law firm Lloyd & Harrison announced the addition of David I. Weissman as a partner in its Phoenix office. Previously, Weissman was general counsel of online retailer Ristal Inc.
Dan Boho has been named outside general counsel of the Chicago Bar Association and the Chicagoland Chamber of Commerce, both of which will be handled on a pro bono basis. Boho is also a litigation partner at Hinshaw & Culbertson.
Elizabeth A. Nemeth joins Ulmer & Berne as a partner in the corporate practice. Prior to joining Ulmer & Berne, Nemeth served as chief securities counsel for Boeing.
