SAN FRANCISCO — U.S. District Judge Charles Breyer, the court’s behind-the-scenes mover and shaker with a well-deserved reputation as the federal bench’s ham, will take senior status this year.
Breyer’s decision gives President Obama an eighth seat to fill on the Northern District bench.
