SAN FRANCISCO — Just two years after naming Jacqueline Nguyen to the federal bench in Los Angeles, President Obama is seeking to elevate her to the Ninth Circuit U.S. Court of Appeals.
Her nomination late Thursday comes after Senate Republicans in May blocked confirmation of Goodwin Liu, the UC-Berkeley law professor now sitting on the California Supreme Court.
