Peter J. Kiernan, the counsel to former governor David A. Paterson, has been appointed chairman of the state Law Revision Commission. The panel advises on the effects of changes in state laws recommended or under consideration by the Legislature or governor.

Mr. Paterson announced Mr. Kiernan’s appointment just before leaving office late last week. The position is not paid and does not require state Senate confirmation. Holders of unpaid state posts do not receive pension credits for their service, according to the Comptroller’s Office.
