A 4-year-old girl who allegedly ran into an elderly bystander as she raced her bicycle with another child on the sidewalk in front of her house is old enough to be sued in a personal injury action, a state judge has ruled.

However, Manhattan Supreme Court Justice Paul Wooten held that whether or not Juliet Breitman was negligent was an issue for a jury.
