Wilson Campbell, a Jersey City Municipal Court judge since 2007, argued that he did not willfully break any rule or policy by having an intimate two-month relationship with a bailiff assigned to his courtroom. Campbell's attorney argued that the judge had no supervisory authority over the bailiff and did not view her as a subordinate.

But Wilson Campbell, a Jersey City Municipal Court judge since 2007, argued personally and through his lawyer that he did not willfully break any rule or policy by his two-month intimate relationship with Ann Kirolos, a bailiff who was assigned to his courtroom.
