House Judiciary Committee Chairman John Conyers Jr., D-Mich., and Committee Ranking Member Lamar Smith, R-Texas, on Tuesday introduced the Patent and Trademark Office Funding Stabilization Act that would transfer authority to set fees from Congress to the PTO.
