San Francisco Police Chief George Gascon on Wednesday said the department will farm out narcotics testing to outside labs to save time and money. Doing so will enable the department to focus on the "development of higher technology" in areas of "greater importance to our crime-fighting efforts," Gascon said at a news conference where he addressed what he's doing to fix recently uncovered problems at the police department's crime lab.
