Federal investigators charged the nation's former top protector of whistleblowers Thursday with criminal contempt of Congress. Former U.S. Special Counsel Scott Bloch withheld information from a House committee during the George W. Bush administration, according to a federal court filing by the U.S. Attorney's Office in Washington, D.C. Bloch had been under investigation for allegedly retaliating against his own employees.
