Construction law firm Cohen Seglias Pallas Greenhall & Furman is acquiring the four-attorney firm Payne Hackenbracht & Sullivan, which focuses on federal construction contracting matters. The combined firm will have 55 attorneys. PHS Legal's senior partner, Michael H. Payne, said the merger does not represent an attempt by his firm to save itself in an ailing economy, but rather an effort to expand its strength in order to handle what's becoming an overwhelming amount of work for a four-attorney firm.
