The Supreme Court on Monday threw out a ruling in which a federal appeals court, without being asked to do so, added 15 years to a convicted man's prison sentence. Writing for the majority, Justice Ruth Bader Ginsburg said that under an unwritten but long-standing court rule, appeals judges are blocked from adding years to a defendant's sentence on their own initiative.
