Court cases in the Philippines take an average of six years to resolve, slowing down justice and undermining trust in the rule of law, a senator said Wednesday. Sen. Francis Pangilinan blamed the delays on shortages of judges and prosecutors. Justice Secretary Raul Gonzalez said the government has trouble hiring prosecutors because the salary is "not attractive." He said only 900 of the 1,500 prosecutors needed nationwide are on the job. The country also has 463 judicial vacancies.
