The U.S. Supreme Court’s liberal wing on Wednesday was joined for the first time by Chief Justice John Roberts Jr. in leveling sharp criticism at the conservative majority for its use of the “shadow docket.”

The justices, in a 5-4 order, blocked a district court decision that vacated a Trump administration water quality rule. The order offered no explanation or analysis. Roberts joined Justices Stephen Breyer and Sonia Sotomayor in a dissent written by Justice Elena Kagan.
