Gov. Andrew Cuomo sexually harassed employees and touched women as an office culture filled with fear and intimidation allowed his behavior to continue, according to a bombshell report from the New York Attorney General’s Office on Tuesday.

Outside attorneys hired by state Attorney General Letitia James found that the third-term governor groped an assistant inside the Executive Mansion and would grab her butt during hugs.
