In her dissent in Thursday’s voting rights ruling, Justice Elena Kagan had one of her former colleague’s most memorable dissents uppermost in mind.
And with her dissent in that Arizona decision, Kagan has become the court’s most forceful counterpoint to the conservative majority’s vision of the foundational right to vote.
