In a closely watched Tennessee case, an appeals court has made an unusual decision to allow enforcement of an abortion restriction that a district judge has already thrown out while the state appeals that ruling.
The new law requires women to hear opposition-inspired counseling, wait 48 hours and make a second trip to a clinic before receiving an abortion.
