A $47 million verdict awarded earlier this year to the family of a disfigured infant “shocks the judicial conscience” and should be reduced by more than half, a federal judge ruled.

U.S. District Judge Kim Gibson of the Western District of Pennsylvania on July 27 granted a motion for remittitur in Harker v. Chan, saying the verdict should either be reduced to nearly $19.3 million, or there needs to be a new damages trial.
