Christopher Cutler, 40, has joined Foley & Lardner’s Washington and Tampa, Fla., offices as a partner in the securities enforcement and litigation practice. Previously, he was a partner at McGuireWoods. He earned his J.D. from the University of Florida Levin College of Law.

Two new senior counsels, moving from Dewey & LeBoeuf, have joined McKenna Long & Aldridge’s Washington office as senior counsel to the international trade and litigation practices. Alan Wolff, 68, was previously co-chairman of Dewey & LeBoeuf’s international trade practice and currently serves as chairman of the National Foreign Trade Council. He earned his J.D. from Columbia Law School. Thomas Howell, 62, was previously of counsel to Dewey & LeBoeuf. He earned his J.D. from Boston University School of Law.

Larry Cote, 39, has joined Quarles & Brady’s Washington office as a partner in the health law group. Previously, he was an associate chief counsel for the Drug Enforcement Administration’s diversion and regulatory litigation section. He earned his J.D. from the Albany Law School of Union University.

Brigida Benitez, 43, has joined Steptoe & Johnson LLP’s Washington office as a partner in the commercial litigation and international regulation and compliance practices. She focuses on dispute resolution, internal investigations and compliance matters. Previously, she was chief of the Office of Institutional Integrity of the Inter-American Development Bank. She earned her J.D. from Boston College Law School.

Thomas Hibarger, 52, has been named managing director of digital risk-management and investigations firm Stroz Friedberg’s Washington office. Previously, he was chief of the criminal division at the U.S. Attorney’s Office for the District of Columbia. He earned his J.D. from George Mason University School of Law.
