The U.S. Chamber Institute for Legal Reform and a lawsuit-lending trade association are dueling over competing bills.

The House Judiciary & Civil Jurisprudence Committee on March 18 heard public testimony on House Bills 1254 and 1595. Both target transactions that involve a lender giving money to a claimant, typically for living expenses, in exchange for part of the recovery. If a claimant loses, he does not have to repay the money. Neither bill applies to lawyers who fund their clients’ legal disputes.
