Houston citizens who spearheaded a drive for a charter amendment against red light cameras can intervene in a contract case between the city and the camera maker, the 5th U.S. Circuit Court of Appeals has ruled. On Jan. 24, a unanimous panel in City of Houston v. American Traffic Solutions Inc. issued an interlocutory ruling in an appeal by Francis Kubosh and her son, Randall Kubosh, who were behind the charter amendment.
