After 35 years on the bench, 80-year-old Judge Billy Mills says after he retires he still wants to be a visiting judge — not that he has decided to quit Tarrant County Criminal Court No. 3 just yet. Mills is the longest-serving judge in the same judicial office in Texas, according to Carl Reynolds, administrative director of the Office of Court Administration.
