Patent suits filed in the Northern District of Texas may be funneled to a panel of judges if the Administrative Office of the U.S. Courts approves the district's March 18 application to participate in a pilot program. "The goal is to have a smaller group of judges who develop expertise in patent cases. It's not so much who it is, as opposed to expertise," says U.S. District Judge David Godbey of Dallas, who chaired a panel of five Northern District judges who submitted the application.

A majority of the judges in the Eastern District of Texas, one of the most popular patent venues in the nation, also have applied to take part in the pilot program, H.R. 628, which Congress authorized and President Barack Obama signed into law on Jan. 4.
