On Dec. 10, 2009, former Harris County Jail inmate lost his suit against four guards whom he alleged attacked him without provocation. In 2005, Kevin Winslow claimed he was waiting in line for booking at the jail when guard Jarryl Tudmon verbally harassed him and struck him in the face. Winslow alleged guards Jason Suarez, Michael Medina and Robert Rodriguez then joined in the attack by punching and kicking him. Winslow said he sustained facial cuts and bruises in the incident. The guards argued Winslow had refused to follow orders, struck a guard and resisted officers’ attempts to handcuff him, and that they used reasonable force while attempting to subdue him. Of the four guards, the jury found that only Rodriguez had used excessive force. However, it determined Winslow didn’t suffer any damages and awarded him no money.
