With human trafficking on the rise, Texas Attorney General Greg Abbott recommends in a report that the Legislature toughen state criminal laws and enact a civil racketeering statute to combat what state Sen. Leticia Van de Putte calls “modern-day slavery.”

“The reality is this [human trafficking] is getting worse and worse on a yearly basis,” Abbott said at a Nov. 17 news conference at which Van de Putte, D-San Antonio, joined him.
