The district court granted summary judgment to the government in this suit involving the denial of an application to obtain lawful permanent residence status. The IJ's 1999 finding that the applicant did not provide material support to any individual or organization in conducting a terrorist activity has a preclusive effect against a subsequent finding that the applicant provided material support to "a group of two or more individuals" engaged in terrorist activity.
