The city of El Paso appeals an order denying its plea to the jurisdiction concerning an injunction preventing it from holding a hearing to determine whether a building had been brought into compliance with an order of the city's building commission. A district court exercising its appellate jurisdiction pursuant to Texas Local Government Code §214.0012 does have authority to grant injunctive relief under Texas Civil Practice and Remedies Code §65.011(2).
