This appeal arises from the multi-district litigation related to the disaster on the Deepwater Horizon drilling rig. The plaintiff's suit was dismissed for lack of standing, mootness and failure to state a claim for relief. The plaintiff has standing to assert its claim for relief based on the defendants' alleged failure to comply with the reporting requirements of the Emergency Planning and Community Right-to-Know Act. The district court's order is affirmed in part and reversed in part. 5th U.S. Circuit Court of Appeals, No. 12-30136, 01-09-2013.
