A property owners' association appeals judgment against it. The appellees, property owners, asserted that the POA had no authority to govern or collect assessments to maintain a park and boat ramp. The appellees did not show that some lots are not subject to the challenged restriction. The POA did not show that all lots are subject to the restriction.
