In the wake of the release of a survey of in-house counsel expressing strongly negative views of the legal climate in Pennsylvania, particularly in Philadelphia, the administrative judge in charge of the Philadelphia Court of Common Pleas' trial division said that many improvements have already been made and it is only a matter of time that in-house counsel "through their lawyers, will eventually see those changes and understand the significance."
