The Commonwealth Court has upheld the dissolution of Luzerne County’s elected prothonotary’s office and the creation in its place of a Division of Judicial Services and Records appointed by the County Council.
The three-judge panel said the prothonotary’s office is not a judicial office, but rather a county office.
