The Legal ‘s review of judicial candidates’ campaign finance records shows that the money is flowing from candidates to the Philadelphia Democratic City Committee, the Pennsylvania Democratic State Committee, individual wards within the city Democratic party, some candidates running for Philadelphia City Council and political action committees such as a PAC affiliated with the late ward leader Carol Ann Campbell.
