The civil rights suits filed in the wake of the “kids-for-cash” scandal in Luzerne County have sparked a trio of satellite lawsuits in which insurers are seeking to get off the hook for any coverage for the owners, operators and builders of the juvenile facility that allegedly paid bribes to judges to get more kids incarcerated.

In a pair of recent opinions, U.S. District Judge A. Richard Caputo of the Middle District of Pennsylvania has ruled in favor of two of the insurers, holding that the policy exclusions for “intentional” acts are enforceable and act as a bar to any coverage.
