Philadelphia Court of Common Pleas Judge Leon W. Tucker issued a brief order in July denying Cozen O'Connor's bid to be able to forgive $450,000 in legal fees incurred during U.S. Representative Bob Brady's 2007 mayoral bid, but the judge expressed in his follow-up opinion last week his disdain for the outcome of his decision.
