A deeply divided en banc state Superior Court has ruled that a man who was convicted on drug charges satisfied the four-part after-discovered evidence test by pointing to a Philadelphia Daily News article detailing federal and state probes into the investigating officer for allegedly falsifying evidence in another narcotics investigation.
