Three lawyers have joined Akin Gump Strauss Hauer & Feld's energy regulatory practice in the Washington office. Suedeen Kelly, 61, has joined as partner and co-chairwoman; George "Chip" Cannon Jr., 46, has joined as partner; and Cynthia Marlette, 62, has joined as senior counsel. Kelly concentrates on business, regulatory, litigation, enforcement and policy matters in the electricity and natural gas industries. Previously, she was a partner at Patton Boggs. She received her J.D. from Cornell Law School. Cannon focuses on energy regulatory and commercial matters. Previously, he was a partner at Patton Boggs. He received his J.D. from George Washington University Law School. Marlette focuses on electricity and gas regulatory and policy matters. Previously, she was a special counsel to Patton Boggs. She received her J.D. from American University Washington College of Law.

John Marciano III, 33, and Keith Rosen, 41, have been promoted to partner in Chadbourne & Parke's Washington office. Marciano, previously an associate, focuses his practice on project finance and renewable energy. He received his J.D. from the University of Pittsburgh School of Law and his tax LL.M. from Georgetown University Law Center. Rosen, previously counsel, focuses his practice on white-collar defense and regulatory investigations and litigation. He received his J.D. from Yale Law School.

James Freis Jr., 42, will join Cleary Gottlieb Steen & Hamilton as counsel to its Washington office. He will focus on financial regulatory and enforcement matters. Previously, he was director of the U.S. Treasury Department's Financial Crimes Enforcement Network. He received his J.D. from Harvard Law School.
