President Barack Obama made it 20 months into his presidency without naming anyone to the U.S. Court of Appeals for the D.C. Circuit. Now, the war over the circuit’s makeup can resume.

On Sept. 29, Obama nominated appellate lawyer Caitlin Halligan to the circuit. Halligan is general counsel to the Manhattan district attorney’s office. Previously, she was head of the appellate practice at Weil, Gotshal & Manges and solicitor general for the state of New York.
