Implications thorny for would-be Colorado pot laws

A 24-member task force recommended on February 19 that nonresidents of Colorado should be permitted to buy and consume marijuana while visiting the state. At the same time, the task force recommended that shops selling marijuana could not be owned by nonresidents. And that's where it gets complicated.
