BAKER & MCKENZIE

Daniel Goelzer, 65, has joined Baker & McKenzie's Washington office as a partner in the corporate, securities and banking compliances practices. He focuses on public company accounting and financial reporting. Previously, he was a board member of the Public Company Accounting Oversight Board. He earned his J.D. and LL.M. from the University of Wisconsin Law School and George Washington University Law School, respectively.

HUGHES HUBBARD & REED

Eric Parnes, 38, has been promoted from counsel to partner in Hughes Hubbard & Reed's Washington office. Parnes focuses on appellate work, international arbitration, and commercial, health care and pharmaceutical litigation. He earned his J.D. from Georgetown University Law Center.

STEPTOE & JOHNSON LLP

Luis Fortuño, 52, has joined Steptoe & Johnson LLP's Washington office as a partner in the corporate, securities and finance group and the government-affairs and public-policy group. He focuses on regulatory, financial, real estate and mergers and acquisitions throughout Latin America. Previously, he was the governor of Puerto Rico. Fortuño earned his J.D. from the University of Virginia School of Law.

VINSON & ELKINS

Gary Huffman, 50, and Joe Garcia, 55, have joined Vinson & Elkins' Washington office as tax partners. Huffman focuses on partnerships, financial products and natural resources. Garcia focuses on taxation of partnerships. Previously, both were partners at Bingham McCutchen. Both earned their J.D.s from the University of Texas School of Law.
