When Attorney General Eric Holder Jr. testified about his agency’s budget last month on Capitol Hill, members of the appropriations committee questioned him about what he was doing to stop cyberattacks.

Rep. Frank Wolf (R-Va.) said the FBI would soon be briefing committee members on the issue, because American companies were being cyberattacked by the Chinese, whether or not they knew the attacks were taking place. Then Wolf uttered what for many was a throwaway line: “They’re also hitting law firms downtown and many other people.”
