New Supreme Court Justice Elena Kagan's learning curve doesn't end at mastering the court's cases docketed for argument. A lesser-known aspect of Kagan's work will be the emergency appeals and other matters that she has been assigned to handle from the 6th and 7th circuits. It's a throwback to the days when justices "rode the circuits," but now mainly entails acting on emergency applications and requests for filing extensions in cases from the states in those circuits.
