The nine judges of the U.S. Court of Appeals for the D.C. Circuit had all taken their seats in the ceremonial courtroom when Steven Simpson got up to the podium, prepared to argue how the U.S. Supreme Court’s decision in Citizens United supports his client’s challenge of campaign finance laws.

But Chief Judge David Sentelle cut off Simpson before he could begin. “What can you add to what Justice [Anthony] Kennedy said?” Sentelle asked, giving nod to the author of the majority opinion in Citizens United v. FEC.
