WASHINGTON — Phoebe A. Haddon, a constitutional and tort law scholar at Temple University Beasley School of Law, has been named the ninth dean of the University of Maryland School of Law. She is the first African-American to serve as dean in the law school’s 185-year history.

Haddon, a widely respected, national leader in legal education, was chosen following a national search to replace Dean Karen H. Rothenberg, J.D., M.P.A., who after a decade as dean is stepping down to return to the faculty.
