The D.C. Circuit upheld the District Court's decision dismissing the appellant's claim for a full or partial waiver of fees for document search, review, and duplication under the Freedom of Information Act. The court agreed that the Central Intelligence Agency's decision to deliver "the documents at issue in this case" to the appellant without seeking payment mooted many of the appellant's claims and that the District Court did not abuse its discretion in denying the rest of them.
